Having obtained the sanction of Excellency the Governor to address the subject of my plary, I now the honour to lay before you the following statement with regard to it.

When I joined the Public Works De -partment in 1890, there were in existence two senior appointments designated "Resident Engineer, Water and Drainage Branch" and Special Engineer, Reclamation Works, the respective salaries being $5,400 and $5.7600. per
auuun.
Both these appointments have since
been abolished, whilst that of Assistant Director of Public Works, which I now halt, has been revived.
